Adwoa Safo's seat in Dome-Kwabenya is not vacant,
according to Alhassan Bashir Alhassan Fuseini. The Sanarigu MP told the media
in Parliament on Thursday that the assertion is a "absolute pathological
lie." This comes as the Chairman of the Privileges Committee, Joseph
Osei-Owusu, announced that the Dome-Kwabenya Constituency seat is vacant.
According to Joseph Osei-Owusu, who spoke
exclusively to JoyNews, the Clerk must write to the Electoral Commission (EC)
to declare Adwoa Safo's seat vacant, followed by a bye-election. This was in
response to Ms. Safo's refusal to respond to the Committee's invitation to
explain why she was absent from Parliament for 15 consecutive sittings last
year.
Despite attempts by the Privileges Committee to
contact Adwoa Safo, the Committee's Clerk "made it abundantly clear that
you cannot say for certain that the correspondence that the Parliament sent to
her reached her," he said. He went on to say that according to Standing
Order 161 of the House, any recommendation of the Committee must be brought
before the plenary for a decision and the necessary action to be taken through
the Speaker. He went on to say that Standing Order "161 (b)" states
that once the Committee has made its report, the Chairman of the Committee must
move a motion on the House floor. The Chairman must call the motion to the
floor.
As a result, the PNC is urging the leadership of
Parliament, the New Patriotic Party (NPP), and the government to approach this
issue with compassion. The PNC is pleading with the Speaker, the entire House,
the NPP, the Dome Kwabenya Constituents, and the government to be patient in
dealing with the MP. "The PNC believes she deserves our sympathy and
support," it said. It also asked Parliament and its Privileges Committee
to work with the MP to find an appropriate time to meet with her. The PNC urged
the government and parliament to pass legislation requiring all employers in
Ghana to provide a designated area for breastfeeding mothers, dubbed
Breastfeeding Centres. Because this procedure has not been completed, Alhaji
A.B.A Fuseini believes that the claim that Adwoa Safo's seat is vacant is a
"mischievous rant by somebody with a fertile imagination for
mischief."
According to Ghana's Constitution, a member of Parliament must vacate his seat if he is absent from the House for fifteen sittings without the permission of the Speaker and is unable to provide a reasonable explanation to the Parliamentary Committee on Privileges.
Her Backroud
On December 28, 1981, Adwoa Safo was born to the
Ghanaian industrialist and pastor, Apostle Kwadwo Safo. [5] She was home-taught
and completed her GCE A-Level in 1998. She enrolled in the University of Ghana
Faculty of Law at the age of 17 and graduated with a Bachelor of Laws (LL.B.)
degree in 2002. ([1] [3] In her final year, Safo served as vice-president of
the Law Students Union (LSU). She then went on to the Ghana School of Law,
where she was admitted to the Bar in October 2004 at the age of 22. She has a
law degree from George Washington University.
